Katibu Mkuu Umoja wa Mataifa aipongeza Tanzania


Waziri wa Mambo ya Nje na Ushirikiano wa Afrika Mashariki, Dkt. Augustine Mahiga (Mb.) akisalimiana na Katibu Mkuu wa Umoja wa Mataifa, Mhe. Antonio Guterres (kushoto) kwenye Uwanja wa Ndege wa Kimataifa wa Julius Nyerere jijini Dar Es Salaam jana. Mhe. Guterres alisimama kwa muda katika uwanja huo akitokea nchini Kenya kwa ajili ya kufanya mazunguzmo na Balozi Mahiga. Katika mazungumzo hayo pamoja na mambo mengine, Mhe Guterres aliipongeza Serikali ya Tanzania kwa juhudi zake za kutafuta amani nchini Burundi kupitia kwa Msuluhishi wa Mgogoro huo Rais wa awamu ya tatu wa Jamhuri ya Muungano wa Tanzania. Mhe. Benjamin Willium Mkapa. 
Aidha, Dkt. Mahiga aliwasilisha Salamu Maalum kutoka kwa Rais wa Jamhuri ya Muungano wa Tanzania, Mhe. Dkt. John Pombe Magufuli.

UN SECRETARY GENERAL STOPS IN DAR ON HIS WAY TO NEW YORK
H.E. Dr. John Pombe Magufuli, the President of the United Republic of Tanzania has urged the United Nations to continue its support in bringing about political stability in Burundi and the Democratic Republic of Congo.
In his special message to the United Nations Secretary General Mr. Antonio Guterres President Magufuli explained that the recent instability in the two countries has created refugees’ influx in Tanzania and its neighbors, hence the region is committed to ensure political stability is restored.
Delivering President Magufuli’s message to the United Nations Secretary General Mr. Antonio Guterres, Tanzania’s Foreign Minister Augustine Mahiga said that as the chair of EAC, Tanzania is hopeful with the progress been made in the mediation process in Burundi under the leadership of President Yoweri Museveni of Uganda and facilitated by the former President of Tanzania, H.E. Benjamin William Mkapa. Hon. Mahiga also informed the UN Secretary General that the upcoming EAC Summit is expected to receive a progressive report about the process.
With regards to the Democratic Republic of Congo, Minister Mahiga revealed that the Southern African Development Community is intending to include the agenda of political transition in DRC, whereby SADC member states are expecting positive deliberations. Tanzania is the current chair of the SADC organ of political, defense and security with the mandate to support the achievement and maintenance of peace and security as well as the rule of law in the SADC region.
Upon receiving President Magufuli’s message, Mr. Guterres praised Tanzania for its ability to uphold principles of good governance in the country as well as maintaining peace and creating a peaceful environment in the EAC and SADC regions.
Mr. Guterres commended President Magufuli’s efforts in Burundi peace process, and his readiness to host refugees from Burundi, emphasizing the role played by regional communities in Africa in resolving leadership crisis in African countries.
“The United Nations appreciates the work done by President Mkapa in Burundi under the EAC and its leadership. If the region come together the way EAC has done in the case of Burundi, I am sure together they will be able to establish lasting solutions” he remarked.
Minister Mahiga told the reporters that President Magufuli met Mr. Guterres during the AU Summit in Addis Ababa earlier this year, where the two leaders exchanged cordial discussions about various issues concerning the region.
“President Magufuli instructed me to deliver his message to Mr. Guterres, and has also extended an invitation to the Secretary General at an appropriate time to have a working visit in the country” concluded Hon. Mahiga.
Mr. Guterres was met and held talks with Foreign Minister Mahiga at the Julius Nyerere International Airport yesterday night where he was on transit from Somalia and Kenya for a working visit. Also present at the airport was the United Nations Resident Coordinator, Mr. Alvaro Rodriguez and officials from the Ministry of Foreign Affairs including the Director of Multilateral Cooperation Ambassador Celestine Mushy and Ministry’s Spokesperson Ms. Mindi Kasiga.

Wizara ya Mambo ya Nje yakutana uongozi wa Taasisi ya Aga Khan kujadili masuala ya ushirikiano


Waziri wa Mambo ya Nje na Ushirikiano wa Afrika Mashariki, Mhe. Balozi Dkt. Augustine Mahiga akitoa hotuba ya ufunguzi katika kikao cha wadau kilichoandaliwa na Wizara ya Mambo ya Nje kwa  ajili ya kujadili masuala ya ushirikiano kati ya Serikali ya Tanzania na Uongozi wa Taasisi ya Maendeleo ya Aga Khan "The Aga Khan Development Network" (AKDN). Kikao hicho kilifanyika tarehe 13 Disemba, 2016 katika ukumbi wa Mikutano wa Kimataifa wa Julius Nyerere Jijini Dar es Salaam.
Mkuu wa masuala ya Diplomasia katika Taasisi wa Maendeleo wa Aga Khan, Balozi Arif Lalani  akiwasilisha taarifa ya utekelezaji wa miradi ya Taasisi hiyo iliyopo nchini. Balozi Lalani alieleza kuwa wataendelea kushirikiana na Tanzania katika kuhakikisha wanatoa huduma nzuri na zenye ubora hususan katika sekta za Elimu, Afya na masuala ya Utalii sambamba na kuangalia namna ya kuanzisha maeneo mengine zaidi ya uwekezaji.
Waziri Mahiga akifuatilia ya taarifa iliyokuwa ikiwasilishwa na Mratibu wa Mradi wa Chuo cha Aga Khan kinachotarajiwa kujengwa Jijini Arusha. Pembeni yake kulia ni Naibu Katibu Mkuu wa Wizara ya Mambo ya Nje na Ushirikiano wa Afrika Mashariki, Balozi Ramadhan Muombwa Mwinyi na kushoto ni Mkurugenzi wa Idara ya Sheria, Balozi Baraka Luvanda.

Afrika ijifunze kutoka Korea

Afrika ijifunze kutoka Korea, Mawaziri.
Nchi za Afrika zimehimizana kutumia sera , mbinu na mfumo wa maendeleo uliotumiwa na Jamhuri ya Korea kufanya mapinduzi makubwa ya uchumi, viwanda na teknolojia katika kipindi cha miongo michache iliyopita.
Hayo yamejiri kwenye Mkutano wa  Mawaziri wa  nchi za Afrika na Korea uliohitimishwa leo jijini Addis Ababa, Ethiopia.
"Katika miaka ya 1960 hali ya uchumi na mazingira ya Korea yalikuwa yanalingana na bara la Afrika, hivyo, mfumo ulioifanya Korea kufanya mapinduzi ya uchumi unafaa kutumiwa na bara la Afrika kwa kuwa mazingira yetu yanafanana".
Katika mkutano huo ambaoTanzania iliwakilishwa na Waziri wa Mambo ya Nje na Ushirikiano wa Afrika Mashariki, Dkt. Augustine Mahiga, Mawaziri walielezea kuridhishwa na ushirikiano huo tokea ulipoanzishwa mwaka 2006, kwa kuwa unazingatia maslahi ya pande zote na haufungamani na masharti ya aina yoyote.
Walisema kuwa Bara la Afrika lina fursa lukuki zikiwemo maliasiri kama madini, mafuta na ardhi nzuri kwa kilimo.
 Rasilimali hizo miaka yote zimekuwa zikiuzwa nje bila kuendelezwa kutokana na ukosefu wa viwanda na teknolojia, hali iliyochangia  kwa kiasi kikubwa kulifanya bara hilo kubaki nyuma kimaendeleo.
Hivyo, kupitia jukwaa hilo la ushirikiano na Korea, bara la Afrika litapokea misaada ya fedha za maendeleo na teknolojia  itakayotumiwa kujenga viwanda vya kusindika rasilimali ili kuziongezea thamani.
Kwa kuwa maendeleo na amani na usalama ni vitu vinavyotegemeana, Mawaziri walisisitiza umuhimu wa kutunza amani barani Afrika kwa kushirikiana na Korea.
 Walibainisha masuala mbalimbali yanayotishia amani ya  dunia likiwemo tatizo la ugaidi wa kimataifa. Walikubaliana kuwa ugaidi ni changamoto ya ulimwengu mzima na ili ufumbuzi wake upatikane lazima wadau duniani kote washirikiane.
Ushirikiano wa nchi za Afrika na Korea unatimiza miaka 10 mwaka huu tokea ulipoanzishwa mwaka 2006. Kwa muktadha huo, ulisisitizwa umuhimu wa kufanya tathmini na ufuatiliaji wa miradi ya utekelezaji ili kubaini mafanikio mapungufu na changamoto.  Hiyo itasaidia kuchukua hatua stahiki katika kufikia malengo yaliyowekwa na umoja huo.
Kwa upande wake, Waziri wa Mambo ya Nje wa Korea, Mhe. Yun Byung-se alieleza mafanikio ya ushirikiano huo tokea kunzishwa kwake. Alisema katika eneo la ushirikiano wa kiuchumi na Afrika, Korea ilikuwa mwenyeji wa Mkutano wa tano wa Mawaziri wa ushirikiano wa kiuchumi kati ya Korea na Afrika mwezi Oktoba 2016.
 Katika mkutano huo, Korea iliahidi kutoa Dola za Marekani bilioni 5 kwa ajili ya kusaidia masuala ya kiuchumi barani Afrika. Fedha hizo zinatarajiwa kuongezeka  mara dufu katika kipindi kijacho. Aidha, Korea inatarajia kuwa mwenyeji wa Mkutano wa Jukwaa la ushirikiano wa viwanda kati ya Korea na Afrika katika wiki mbili zijazo.
Vile vile, Korea imeongeza mara dufu misaada ya maendeleo kwa bara la Afrika na ile misaada ya maendeleo inayohusisha nchi mbili (bilateral)  itaongezeka kutoka asilimia 24 hadi kufikia asilimia 35 itakapofika mwaka 2020.
Waheshimiwa Mawaziri walihitimisha mkutano wao kwa kuridhia nyaraka mbili ambazo ni Tamko la Addis Ababa na Mwongozo wa Ushirikiano kati ya Korea na Afrika. Mwongozo huo umeainisha miradi mbali mbali itakayotekelezwa katika kipindi cha miaka mitano 2017 - 2021. Maeneo hayo ni pamoja na: biashara, kuendeleza viwanda na uwekezaji; uzalishaji katika kilimo na kiwango cha mavuno; uchumi wa bahari, uendeshaji wa bandari na usafiri wa majini; kuwaendeleza vijana na kuwajengea uwezo wanawake.
Wajumbe walikubaliana kuwa mkutano ujao utafanyika Seoul, Korea mwaka 2021.

Mhe. Waziri Mahiga akipitia makabrasha ya mkutano. Nyuma ya Mhe. Waziri ni Balozi wa Tanzania nchini Ethiopia na kwenye Umoja wa Afrika, Mhe. Naimi Aziz na Afisa wa Ubalozi huo, Bi Suma Mwakyusa.

Maafisa kutoka Wizara ya Mambo ya Nje nao wakifuatilia mkutano huo. Kutoka kushoto ni Bw. Gerlad Mbwafu, Katibu wa Waziri, Bi. Berther Makilagi, Afisa Dawati la Korea na Bw. Benedict Msuya anayemwakilishsa Mkurugenzi wa Asia na Australasia.

Rais Magufuli amuaga Rais Lungu wa Zambia


Rais wa Jamhuri ya Muungano wa Tanzania, Mhe. Dkt. John Pombe Magufuli akiwa amembatana na mgeni wake Rais wa Zambia, Mhe. Marekani na Jumuiya ya Afrika Mashariki Zatia Saini Makubaliano ya Ushirikiano wa $194 Milioni Kuimarisha Maendeleo ya Kikanda

Arusha, TANZANIA.
 Serikali ya Marekani na Jumuiya ya Afrika Mashariki (EAC) wamezindua Makubaliano ya Msaada wa Malengo ya Maendeleo Kikanda (Regional Development Objectives Grant Agreement) katika makao makuu ya EAC huko Arusha, Tanzania. Kwa niaba ya Serikali ya Marekani, Shirika lake la Ushirikiano wa Kimataifa (USAID) litachangia kiasi cha $194 milioni kwa kipindi cha miaka mitano



Kiasi cha $30 milioni zitaisaidia moja kwa moja Sekretarieti ya EAC Secretariat, ilhali kitakachobaki kitagharamia wadau wengine wa kikanda katika juhudi zao za kuendeleza ajenda ya EAC ya utangamano kikanda.

Kaimu Balozi wa Marekani nchini Tanzania na EAC Virginia Blaser, Mkurugenzi wa USAID wa Kenya na Afrika Masharika Karen Freeman, na Katibu Mkuu wa EAC Balozi Liberát Mfumukeko walitia saini hati ya makubaliano.

Kaimu Balozi Blaser alitambua manufaa makubwa ya kukuza ushirikiano wa kikanda, akielezea kuwa Marekani inaunga mkono “serikali na mashirika ya kikanda kama EAC katika juhudi zao za pamoja kufungua fursa zilizopo za kikanda kwa manufaa ya watu wake,”

Mkurugenzi wa USAID Freeman alisisitiza mafanikio ya pamoja ya EAC na USAID katika miongo miwili iliyopita. “Kwa kurahisisha utaratibu wa forodha na mipaka, tumerahisisha kasi, gharama nafuu na biashara ya uhakika. Tumeongeza uwekezaji kwa kufanikisha mikataba ya kimataifa ambayo inakuza viwanda vya ndani na vya uzalishaji.”

Kwa makubaliano haya, jumuiya ya EAC na Marekani zitafanya kazi kwa pamoja kwa (i) kuendeleza utangamano wa kiuchumi kikanda, (ii) kukuza biashara na uwekezaji kati ya nchi wanachama na Marekani, (iii) kuboresha usimamizi endelevu wa maliasili katika Ziwa Victoria na mfumo wa ikolojia wa Mto Mara, (iv) kuboresha upatikanaji wa huduma ya afya ya pamoja maeneo ya mipakani na (iv) kuimarisha mpangilio wa uongozi wa EAC.

THE Chair of the Southern African De-velopment Community (SADC)’s Organ of Politics, Defence and Security (Troi-ka) Ministerial Committee, Ambassador Augustine Mahiga, has started a three-day visit to the Democratic Republic of Congo (DRC) to assess the situation in the country.
His tour comes a few days after the Troika Chairperson, President John Ma-gufuli, pledged to dispatch foreign affairs ministers from three African countries to assess the political situation in the DRC.

Along with Dr Mahiga are Angolan Foreign Minister and Mozambique Dep-uty Defence Minister.

The mission seeks to meet different stakeholders, discuss the political situation and advise accordingly.

A statement released in Dar es Sa-laam yesterday by Ambassador Innocent Shiyo from the Department of Regional Cooperation in the Ministry of Foreign Affairs and East African Cooperation, said the protests organised by opposition parties that took place in DRC on Sep-tember 19 forced President John Magu-fuli to dispatch the mission.

“The volatile political situation, security and peace in DRC that was at-tributed to, partly, by protests that were organised by opposition parties and took place on September 19 to pressurise the National Electoral Committee (CENI) to announce the date for the General Elec-tion prompted the president to send the mission.It will meet different stakeholders in the country, evaluate the situation on ground and advise accordingly,” stated Ambassador Shiyo.

The mission was to take place be-tween October 4 and 5 but due to the visit by President Joseph Kabila to Tanzania it had to be rescheduled.

“After consultations between Presi-dent Magufuli and President Kabila dur-ing the tour, it was agreed the mission should take place from October 10 to 13.

In the delegation, there is the Execu-tive Secretary of SADC, Dr Stergomena Tax and senior officials from the Minis-try of Foreign Affairs and East African Cooperation, President’s Office and the Ministry for Defence and National Ser-vice,” Ambassador Shiyo said.

The 36th Ordinary SADC Summit of Heads of State and Government that was held from August 30 to 31 in Mbabane, Swaziland, elected President Magufuli to be the Chairperson of the Troika.

Angola is vice-chairperson and Mozambique is outgoing chairperson.

According to Ambassador Shiyo, the mission had met some people, including SADC member ambassadors in DRC; the Chief Mediator of the African Union; Mr Eden Kodjo, DRC Minister for For-eign Affairs; Chairperson of CENI; non-governmental organisations (NGOs) and religious institutionsAmbassador Shiyo said the mission was putting great emphasis on the need for dialogue as the only means to get out of the deadlock, necessity of political tol-erance and later to hold an election at a time to be agreed upon amicably.

The SADC meeting received re-port on efforts being taken by the DRC Government and some other political stakeholders to ensure the country moves peacefully during and after the general election.
